I get it now!
The first spy is ness, thats the reason for the hat, the second is luigi, the pose he's making, the third is captain falcon thats again the pose and look at his shoulders too, finally the last one is jigglypuff, its his head (look at the cigarrette to the right) and he added shoes and jigglypuff's ears.
