Why yes, yes she does. In the preview build I am currently playing you get to see naked Triss within moments of starting the game. Developer CD Projekt Red even included a character in the scene to act as your surrogate oogler, representing your carnal curiosity in the game world.

The game launches on May 17 for the PC.
