This is the Pokémon Illustrator. The card is incredibly rare and valuable. If you have a hundred grand, it can be yours.
According to Bulbapedia, there were apparently only six Pokémon Illustrator cards printed and awarded to winners of the Pokémon Card Game Illustration Contest, which began in late 1997 in Japan. The card was never printed in English.
Bulbapedia notes that only four of these cards have been sold, with at least one of them commanding over $US20,000. One seller on eBay has the card in mint condition and is asking for $US100,000.
“This card is the Holy Grail of Pokemon,” the seller writes. “It is the ‘Honus Wagner T206‘ of Pokemon. The Illustrator is the most valuable card in the entire hobby.”

but what does it do in-game?
I was hoping for at least that much detail, but this is Ashcraft after all.
According to the Bulbapedia link, “We certify that your illustration is an excellent entry in the Pokémon Card Game Illustration Contest. Therefore, we state that you are an Officially Authorized Pokémon Card Illustrator and admire your skill.”
So… nothing.
From what I just read on the Bulbapedia page, it doesn’t actually have any function within the TCG battles themselves. It’s just a card for collectors mainly. It’s like an achievement or trophy in video games, no real purpose other than e-peen.
