Hatsune Miku: Project DIVA F 2nd will arrive in North America on November 18, with the rest of the world joining the party November 21. Owners of the first game on PlayStation 3 or Vita will gain access to the extra character pack for free.
Preordering from GameStop will score players an Americana Module for Miku, as well as an extra character pack featuring Akita Neru, Yowane Haku and Kasane Teto.

If I have the North American version of the first game, will I need to get the NA version of the second to get the free character pack?
I would assume this would be a “yes”… Obviously can’t say for sure, but DLC is generally ‘locked’ to the original game origin.
Agreed. Unless Sega say otherwise, I’ll just get the NA version too be safe. I’ll order it on release day but just have to wait a little while longer for it to arrive here.
