Briefly: The Planescape: Torment successor Torment: Tides of Numenera will enter Steam Early Access on January 26, the developers said in the most recent backer update. This will be a beta release; still no word on the final release date.

Yeh, I was also underwhelmed by PoE, glad I am not the only one to feel that way. WL2 also felt a little undercooked too.
