It is for the Tokyo Metropolitan Police, who have been cracking down after her flashing incidents ended up on Yahoo! News Japan. Sure, we've all seen Asuka's hindquarters, but what about the woman behind the behind? What does she thing of the ballyhoo? The 22 year-old self-described "multi-sexy idol" says:
"I've always performed in sets of a live performance and photo shoot... I've been doing this stuff in Akihabara since July last year... I'm the most hated person in Akihabara... I can't help it if some people want to complain... And I'd say the warmer weather probably means I'll be showing even more skin than I have until now.Yeah, coppers. Yeah the mosaic censorship things really get out of hand with these kinds of pictures. I mean really? I can (sort of) understand the censoring of nudity in some shots, but do we really have to protect the faces of innocent (?) bystanders and perverts? I always find it amusing anyhow, though I'm not sure of the reasoning behind it. Perhaps it's another law I'm not aware of?

Playing the Devil's Advocate for a second, isn't she putting herself at risk by flashing Akihabara nerds? I'm sure a decent number of them are well-adjusted, but if even one of them misconstrues her behavior as a sign that she wants him (in a physical sense), he might assault her.
Now, I'm all in favor of attractive girls flashing in public; I'm just saying that there might be some valid reasons to not do so, especially in Akihabara.

It's called New Orleans. It doesnt have to be madi gras for public nudity on bourbon street... Course most of it is from people who should not have the right to flash. Thats what the cops should be watching out for. Fatties and Uglees flashing should be arrested.

I'm expecting all sorts of insults here, but though I have no problem with girls flashing panties... well, in this case she is almost rubbing her tra-la-la at innocent bystander faces... I don't think this should be done in public.
You know, it's a street in Akiba that at certain days is closed for transit of people only.
Kids could be walking around there. I'm not a parent, but I would understand parents getting mad at stuff like these.
Cosplaying is ok, with occasional naughty photographers reaching for that crotch shot... but this is taking things too far.
There has also been news of cosplayers shooting at each other with BB Guns at the same place the "look at my crack" self proclaimed sexy idol is doing that stuff.
Police has the right and obligation to be there, and I think they are very right in doing so.
What'll be next? Public live sex shows?

@Bokusatsu_Tenshi: I'm guessing you're overlooking the fact that most nudity (and even scenes of rape) is OK on TV and there are porn magazines available for purchase almost everywhere magazines are sold. This includes grocery stores, gas stations, and the like, all of which are frequented by children. It's NOT America over there, buddy.
