Uh, believe it or not that's not a 3d render, it's just done using various photo-editting software. (photoshop, painter, etc.); so basically, it's not an attempt at a 3d model (which can be done to almost equal quality (look at mgs4)) nor omggraphics.

Gta was always about style, saying this is how the graphics looked is totally missing what the art direction has been doing for 8 years.

Anyway, it doesn't look that far off from what we've seen anyway, so it's not like "yikes" Niko wasn't that animated to begin with.
