City Of Heroes Mission Creator Somewhat Delayed

The City of Heroes Issue 13: Architect was too big for one update, so they've split it up! This is really just a pleasant way of saying the the Mission Creator mode isn't showing up in the next update, but I appreciate their attempt and making it seem all happy. Now the next update is titled Issue 13: Power and Responsibility, and will feature all the updates promised in Architect aside from that big one, plus a few newly announced features, the most intriguing of which is the Leveling Pact, a feature that lets to players buddy up so that their levels always stay the same, no matter how much the other plays. An amazingly brilliant feature that not only supports MMO friendships, but also makes things a whole lot more convenient for the dual-boxers out there. Also new is Dual-Builds, a feature that will allow characters to maintain two separate power builds, useful for roleplayers who want a quirky, split personality character.
Issue 13 will be released this fall, with Issue 14: Architect bringing the Mission Creator to the game in early 2009. Hit the jump for full details on the new updates and changes!
Issue 13: So big it can't be contained in a single update!
Good morning! When we announced Issue 13: Architect a couple weeks back, we were overwhelmed by the positive response. Much of the feedback was centered around the Mission Architect system which allows players to create their own missions and story arcs. We have been actively following forum threads and private messages about the feature, and have even discussed it with players in person at the Penny Arcade Expo in Seattle.
It became apparent that you guys really want this feature, but in order to fully realise your dreams of writing your own missions you need creative control in one more key area: The ability to create "customized" characters to fight with or against in your missions. Adding custom characters has always been on our Mission Architect feature list, but we had considered it a "stretch goal." That is, we could launch the system without this feature because our confidence was high that the rest of the system was incredibly robust.
But after listening to you guys, we realise that this feature simply must be in at launch. You have convinced us that it is an integral part of the Mission Architect, and we have reworked schedules and timelines to accomplish this. Rather than push the launch of Issue 13 out completely for one (albeit really cool and very complex) feature, the Mission Architect is going to see a slight delay. What is not going to be delayed is the rest of Issue 13. To that end, the previously announced feature set for Issue 13, together with new features that we are announcing today, will become Issue 13 and Issue 14.
Issue 14 will take on the name "Architect" and contain the Mission Architect feature along with other features we'll announce at a later date. We are planning Issue 14: Architect to be released Winter of 2009. Issue 13 is now called "Issue 13: Power and Responsibility" and be launched in the Fall of 2008.
Issue 13: Power and Responsibility
Issue 13: Power and Responsibility will contain the bulk of features we've announced previously, including:
* Shield and Pain Domination powersets
* Merit Reward system
* Day Jobs (that include a suite of new costume pieces)
* Additional Cimerora and Midnight Squad mission arcs
In addition, we have some other new exciting features to reveal that will be included in Issue 13: Power and Responsibility. These include:
* Leveling Pact
* Multi-Builds
* PvE & PvP Powers rebalancing
* Villain Patron Power Respec
* Supergroup Base Repricing
Over the coming weeks we'll be providing more details about the above points, but let me give you an overview of some of them now.
The Leveling Pact: A new innovation to MMOs, this groundbreaking system allows you and a buddy to create new characters and have your XP be permanently in sync, whether both characters are online or not. You will always be the same level, even if your buddy plays ten times more often than you do! It's sort of like "Extreme Sidekicking."
Multi-Builds: Another innovation to City of Heroes, we are delivering the ability to have two different build-outs of each character, including which powers are selected and which Enhancements are slotted. This will now be possible for characters who want to take advantage of it. By visiting any Trainer you can switch the entire build of your character to an alternate one. You can use this separate build for whatever you like. If you wish to use different power selections for soloing and groups, you can do that. This even makes it possible to have different IO sets slotted for PVP and PVE. It's up to you.
PvE and PvP Powers Rebalancing: Floyd "Castle" Grubb and the powers designers have been hard at work in finding ways to strike a better balance between the many powers in the game. The scope of what they are doing is too broad to go into details here, but we're very excited and we'll share more information soon. Suffice it to say that we know that you don't want your PvE powers adjusted because of how they play in PvP, so we're taking a new tact in power balancing with Issue 13.

@RandomPoltergeist: Actually, they made changes to the Hollows so there wouldn't be such a massive gap in the levels. I think it was done in Issue 11? You shouldn't have that problem anymore. ^_^

Guild Wars already did the separation of PvP and PvE skills, and has always had free swapping of skills and stats. Oh, and they had capes first. Why does every NCsoft game have to be Guild Wars? Why?

As a once-player-still-owner of the CoX games, I always salivate at the sight of new updates and patches. Really, I think the CoX people know what it is to update - just like the Criterion guys.
But I don't have a dedicate group to play with. CoX was, and probably still is, always better with a buddy that you could count on to play with you.

I'm a CoH player from the beta days, but the UK servers seem to be so empty now so I quit. I thought about reactivating my account again when Architect got released but seeing that this update is a big one I just might get it reactivated this weekend.
Though I'm not so keen on the leveling pact idea... I hope it's optional. Not that I'm a fan of powerleveling, it's just that playing against lvl 13 trolls as a lvl 6 hero who just got into the Hollows is such a baffling experience, especially when some high-level chump comes flying in to save your sorry ass.

@CheckersMcGavern: Shame... I found it kind of epic. You're this little guy, barely walking at level 6 compared to the level 20 or 30 players and you step into the Hollows to find villains that compared to you are mini-bosses.

I love this game. Even when they push back one of the most anticipated features I can think of, they still manage to keep my interest with some pretty cool replacement features. I can't wait to make it so my Soldier of Arachnos can switch between Bane and Crab builds.

Hehe, I had that too. There were multiple times that I got saved by some fire blaster too. Awesome times and explosions everywhere.
Last time I reactivated I took my gravity controller (the one that always needed saving in the past) back to have some revenge and fun in the hollows.
Really, Wormhole-ing the guys and launching them in orbit(lift + inventions) was fun as hell.

Really wish I got into this game earlier... I feel its to late to jump in now. Even though a big part of me wants to. Especially for City of Villians. I just love the concept of the game. Just heard it wasn't done very well. Ohh well.. I'll try the trial version and see. Probably just wait for Champions though.

In that same boat. I used to play it all the time, then I just got bored with it. After 3 1/2 years, it'll do that. The new features seem nice, I even re-upped once the Villan EATs were announced, I played them a bit and was a little disappointed. I quit again after a month, and haven't played since. This new one kinda makes me want to go back, but I don't know how much of the stuff I would even use..

I had interest in the game but I've heard some bad things about it too. Then whenever I see gameplay footage it looks like a typical mmo. I would think an mmo with super powers would be awesome, but it just doesn't look that way from the oustide.

@poisonedsodapop: One way in which it differentiates itself from other MMOs is that combat is SUPER fast and furious. You can have long boss battles that last several minutes, but a well-tuned party can rip through normal spawns in a matter of seconds. When I see people playing other MMOs, I can't figure out why they're always standing around so much. "Wait, you're in combat *NOW*?!?!?! Why aren't you doing anything? Oh you are...?"

@Fert: I see them as "please don't leave us" features to keep their core audience from eroding.
My girlfriend and I played from about issue 0-7, I think there was a gap in there, and we came back for the launch of CoV. Ultimately, we couldn't keep our interest up in the game after 2 LVL 50's each and a smattering of 40s and 30s we have exhausted every AT, and gone through almost every mission, TF, etc. We didn't get through most of CoV, but it was all so repetitive by then. Still, these update features sound awesome, and are no doubt a power gamer's dream.
In particular, leveling pact is amazing sounding. CoH already had the best features for allowing players of disparate levels to play together. I hope these features show up in other MMOs, particularly whatever ropes me in next.
Mission editor sounds like a PL'ing dream, if you can influence mob placement. Just pick the easiest foe, and make piles of Lt rich spawns everywhere. (I was a prodigious PL'er and sploiter in my day, I had "Most Kills for warwolves" on Virtue Server for a couple months in my prime. My PL'ing accomplice had "Most Damage" for the entire server!)

I agree with ludwigk. The action is fast and there is no 'traveling' time per se once you reach lvl 14 and get a travel power. And technically you can get a temporary travel power (super jump or flight pack) by doing certain missions (Atlas Park/Kings Row mayhem and Atlas Park/Kings Row safeguard).
I'm looking forward to the next two issues...I'm liking the new multi-builds as well as the other stuff :)
And to the others, if you want to try the game, go for it...don't let others tell you if you will like it or not...try for yourself! And if I can say...City of Villains (now the same game as CoH but...) has a better contact/story system I think. In CoH the 'older' contacts (the ones that shipped with the game over the years) make you do like 10-15 missions before you can have their cellphone number to call them...but CoV...usually only takes 1 mission...maybe 2 (3 at the most) and you can call them. That makes things so much easier/faster when doing stories/missions.

Oh I love the Dual-build thing, I'll be excited to make my Mercenary Mastermind an Assault Rifle Corrupter as well for the whole military feel :D
CoH/V is really one of the best MMOs out there despite it's age, and I can tell that the dev team is really invested and interested in it's community and making it's game better.

I loved hopping around on top of trees in Perez Park, but they nerfed scrappers so they couldn't solo and that just killed it for my wife and I.
I miss standing in dumpsters reading the newspaper, and mass boombox dancing.

@Billkwando: You sure you mean scrappers? You can solo to 50 with any scrapper, let alone in a duo - and it's been that way since the game's release.
Controllers and Defenders are a bit slower - not harder - to solo than at release. Otherwise, little has changed for solo players.

I played from release to August '08. I figured it was time for a little break.
It's true that City of Heroes is not for everyone, but I think anyone interested in MMO's should try it.
The game is cheap as free now and for a few extra bucks the game time cards available in stores grant you a 30day jetpack.
I've tried, WoW, Dark Age of Camelot, Anarchy, Lord of the Rings, Tabula Rasa - everything except Conan and EvE.
The only other MMO that hooked me like City of Heroes is Dark Age of Camelot. Since Warhammer is from the same studio as Camelot I thought it would make a nice City of Heroes vacation. It's too early to say but War might delay my return to City of even further.
However, Shields, the mission creator and the multibuild concept are tempting...

I think what he's referring too is that scrappers used to be overpowered, and they nerfed them down to size. They can solo about as well as anyone else on Hero side (though villain side, Mastermind is the undisputed Lord of solo). So was probably used to doing high level soloing and the nerf came along and couldn't manage it anymore.

I've been playing for over 4 years now, and yes - it is a grind. What keeps me going is the story arcs. My fiance was enjoying it, but when I told her to stop and read the stories that each contact was giving she got into it a lot more. It starts off kinda slow - mop up some street thugs, yadda yadda. Once you get a little bit higher and get to the TFs and bigger, you feel like a bigger hero / villain. Doing Ghost Widow's Patron arc in Villains was one of the most rewarding experiences I had from a story arc standpoint. The missions from the "TV" contact are hilarious.
If you look at it from a "this is what I have to do to get to level 50" point of view, the tedium sets in. There's no real secondary skillset, you can't go gather herbs or skins or whatnot. Travel powers spoiled me rotten, I was never able to play WoW because of them. The missions are similar to each other if you just grind out missions.
To those of you on the fence, give it a shot. Try to enjoy the game, group with other people. I've had a great time just grouping with random people I didn't know, some of them are incredibly nice. Heck, I had an awful team one time but we were having so much fun none of us cared that we were dying more than we should be.
The MMO only dies if you let it. It's just like voting - don't vote for someone else because the candidate you don't think your candidate will win. That just means he or she will NEVER win. Try it, regardless of what others are doing. Get a friend to give it a shot with you. Get a trial version if need be. You may not like it, and that's fine - but you gave it a shot when it looked good on paper, and I'm sure that's all the people from NCSoft want.
I totally wish I got some sort of compensation from NCSoft for that post...

I've played CoX since Issue 3, and I'm starting to get sort of tired of it. I love the game, I think it's one of the best games I've ever played, I just think my time with it is starting to slow down. It's still one of the best MMOs out there, though, and definitely something to play for a few months for everyone.
