How 20th century. New York, however, are going a little more modern, and adding gaming networks to the list.

There’s currently a trial program in place in the state called “Empire 2.0″, which is all about the government extending existing services and means of communication to 21st century outlets such as Facebook and Twitter.

Of course, gaming consoles are included in that, and NY are in the process of testing – across Xbox Live, the PlayStation Network and the Wii’s network – a means of distributing emergency warning messages across those platforms, so anyone with their console on (and TV or radio off) can be reached.

It’s a good idea. I actually had the displeasure of hearing the “whoooop whoooop” of an emergency warning back in 2003, but I only heard it – and evacuated my house in time – because it was on both the radio and television. These days, I’d be far more likely to be on Xbox Live or the PSN.

Not that I live in NY, just saying… it’s a good idea.

Do you have what it takes to get a review published right here on Kotaku? Ben does, as he honestly isn’t just making it all up, this is a real game, people.

Yes, that’s right, we’re now publishing reader reviews here on Kotaku. This is your chance to deliver sensible game purchasing advice to the rest of the Kotaku community.

And thanks to the very kind chaps at Madman Entertainment, purveyor of all kinds of cool, indie and esoteric film, the best reader review we publish each month will win a prize pack containing ten of the latest Madman DVD releases.

This review was submitted by Ben Carey. If you’ve played Supersonic Acrobatic Rocket-Powered Battle-Cars, or just want to ask Ben more about it, leave your thoughts in the comments below.

Supersonic Acrobatic Rocket-Powered Battle-Cars (PSN)

As far as I’m concerned, having a fifteen syllable title alone makes this game awesome. However, if I’d never played the game before, a title like this would make me think of a next generation, revamped Destruction Derby, which, incidentally I would be very keen on.

The easiest way to describe SARPBC is this: it’s basically soccer with nitrous oxide fuelled remote controlled cars. That would make a good title in itself.

Loved

Bang for Your Buck: Nowhere else will you find this much quality gameplay for under ten dollars. The aim of the offline mode is to collect as many stars as you can. There are 100 stars to collect in the mini-game mode and 65 to collect in the tournament mode. These modes are both excellent training for when you start playing against real people. You have to practise your flips and twirls and pirouettes, let me tell you.

Multiplayer: Perhaps even more enjoyable is playing with (or against) your friends. You can play with a mix of human players and NPCs or you can keep it strictly man vs machine, if that’s what you prefer.

Replay Function: Replay mode makes you feel like god: you can freeze time; slow it down or speed it up; fast-forward or rewind; and rotate the camera (which allows for Matrix-cam). You can even edit it up and upload it straight to YouTube (and trust me, there are times you will definitely want to).

Hated

Online: The online mode is clunky and prone to lag. It’s not uncommon to try and steal the ball only to find it’s already in your goal at the other end of the field.

SARPBC has a lot of replay value, and occasionally the developers add new tracks, at no extra charge. Now that’s value!

Reviewed by: Ben Carey

You can have your Reader Review published on Kotaku. Send your review to us at the usual address. Make sure it’s written in the same format as above and in under 300 words – yes, we’ve upped the word limit. We’ll publish the best ones we get and the best of the month will win a Madman DVD prize pack.

Those 33 million users download a staggering 25 petabytes of data a month. More importantly for Sony, they’re also spending three times what they did last year at the PlayStation Store.

Sony’s presentation highlights what it called a significant revenue in downloadable games and add-ons. The company also pointed out that its video delivery service now has more than 2417 movies and 15,047 television episodes.

A final point made in the slide presentation by Sony about the PlayStation Network is that a new revenue stream is coming from a subscription model.

Reached for contact this morning, SCEA told Kotaku that in terms of the PlayStation Network and subscriptions “we’re looking into a variety of options, but nothing to announce at this time”.

Slated for release today, the Sony published capture-the-plump-princess title has been pushed back in Japan.

Some on the Japanese internet are suggesting that the reason for the delay is that cute cartoon characters have four figures — “four” is the equivalent of “13″ in Japanese, a highly unlucky number that can reference death. Also, when yakuza chop off fingers to apologise for mistakes, they are left with four digits.

However, Mickey Mouse has four fingers in Japan, so not sure if I entirely buy that reason. However, the cover art for Left4Dead ran into censorship issues in Japan regarding missing fingers…

The release date for Fat Princess in Japan is TBA.

Oh, and yes, that means today is also the day your friends list should look a lot less awful.

The North American PlayStation Store adds both Peggle and the expansion Peggle Nights, PopCap Games announced today.

We expect that Peggle and the darker, no-more-dangerous Peggle Nights for PSN will feature match the PC and Xbox Live Arcade versions, with Challenges, Adventure modes and replays intact. What the PS3 version brings to the table is the option to upload replays to YouTube, directly from the game itself. Awesome.

Price for Peggle? $US9.99. Peggle Nights will run you an additional $US4.99, once the fun of the original has been sufficiently drained.

If only we could rewind time as in this week’s PSN highlight Braid.

PlayStation 3 owners who haven’t enjoyed Number None’s time twisting platformer should really drop the $US14.99 and do so. Other highlights include the release of a quartet of Pinball Heroes games for the PSP, the digital release of Kenka Bancho: Badass Rumble and… a Dita Von Teese theme for your PlayStation 3? Perhaps for those lonelier gaming sessions, when a wallpaper of Dita downloaded from the internet simply won’t do.

Two bucks is just a little too rich for my blood, especially when there are comparable Tekken 6 Nina, Lilli and Zafina wallpapers to download for free.
