Tokyo's Virtual Child Porn Bill Delayed

What do you think happened after some of Japan's most famous manga creators showed opposition to a Tokyo proposal that sets out to ban provocative "visual depictions" of characters who appear to be 18 years-old and younger?

The Asahi Shimbun reports that the bill has been put on hold. Manga artists Go Nagai, Tetsuya Chiba and Machiko Satonaka appeared at the Tokyo Government Office on March 15 to show their opposition to the proposed legislation.

As Kotaku pointed out previously, Nagai and Chiba are two of the most well-known living mangaka (manga creators) with Nagai responsible for magical girl manga Cutie Honey and robot manga Mazinger Z and Chiba for iconic boxing manga Ashita no Joe. Shojo manga creator Machiko Satonaka received a Lifetime Works and Cultural Activities award from the Japanese government. All three are big time, mainsteam Japanese mangaka, and their opposition to this proposed legislation shows just how unpopular it is with the manga industry.

At the March 15 meeting, Chiba told those gathered that the proposed legislation can be "freely" interpreted and would affect manga character "despite no living beings being hurt".

The Tokyo Metropolitan Assembly will not vote on the bill this month, but will instead continue to deliberate on the proposal. Those who are against the bill have criticised how it limits artistic freedom. It is important to also note that it isn't only manga creators or computer game creators who are against this bill, but Japanese politicians as well. Limiting the freedom of artists has much larger implications.

Kotaku has pointed out that the proposal, submitted on February 24, would amend the Metropolitan Tokyo youth welfare law on child pornography and limit the manner in which "nonexistent youths" are represented as well as clauses that call for the filtering of images of minors online and via mobile phone. The "visual depictions" are understood to encompass underage characters in manga, anime, computer games and video games - i.e. virtual characters.

      I hate to break it to you, but the anime is based off the Visual Novel, and in the Visual Novel, you have sex with her. And she is naked throughout.

      There's original stories and concepts, some really abstract stuff, but either it doesn't translate well or no-0one is willing to buy the licence to adapt it.
      Check some of the manga scanlations or fansubs. It's out there, it's just not over here.

    Let me get this straight, Japan is willing to pass a 'anti virtual child porn' act to prevent depictions of underaged children in sexual or NSFW acts, something that a large sum of Japanese seem pissed about, with the implications possibly hurting the manga biz (maybe).

    However, they won't stop eating Whales, nor to they seem to care. Why are non existent children seen as higher than a living whale. WTFIWWJP

      Because animated kiddy porn can be a gateway to real kiddy porn. The idea is that it socially encourages the real thing, which is obviously not what anyone wants...

        Not that I'm advocating child pornography here, but is there any real evidence for this? It sounds like the exact same logic that says violent games make violent people, which is absurd.

          Or, when you consider that Japan has one of the lowest crime / sex-crime rates in the world, that it could arguably be a preventative by giving those people a way to vent their desires without harming a real child either directly or indirectly through real CP.

          Additionally, how exactly do you determine the age of a drawing? If I draw a stick figure and say it's a naked 12 year old would you jail me? If a porn actress looks like a child but is over 18 they're legally allowed to take part in a porn film, so why not a drawn person who looks under 18 but is, according to the author, over 18?
