River City Ransom?
Honestly, the interface scribbles are nibbling at my memory… I’m pretty sure they don’t actually fit River City Ransom or any other game I’ve played which was mentioned so far…. it’ll come to me.
For some reason it reminds me of Wario Land (didnt he used to jump like that or dance like that?) but in this pic he isnt fat or wearing a hat?
