Primal Rage was released in 1994, and one of the characters had a”Fatality” where he…urinated on you with acidic…pee. He also had a fart move that stunned you, and vomit projectile moves.

Ahhh, here’s the answer in the article:
More technically advanced competitors like Primal Rage and Killer Instinct were appearing in arcades while Tattoo Assassins was still in development.
So yeah, Primal Rage did come first.
