This is called “nijigenka” (二次元化) or “2D-ification” in Japanese. It’s not only popular in Japan, but pretty much anywhere people are interested in anime and manga. Recently some 2D-ified images have been circulating on Japanese sites like Matome Naver and 2ch.

I’m kind of confused why this is something that needs its own unique term (and article). Maybe I’m missing some subtlety but it seems to just be people doing caricatures or using photos as references.
It’s a Japanese thing.
