And yes, it’s functional. Here’s the description:

You must construct additional pylons!

Based on Wind Turbine.

Can be placed anywhere 1×1.

Cost 20,000.

Upkeep 80/week.

No Noise pollution so can be placed near residential places with good wind speeds.

Produces 32MW of electricity on a 10 wind speed.
