When Bethesda and Valve announced paid mods for The Elder Scrolls V: Skyrim, the reaction was negative, and it was quickly retracted. Some have suspected the idea would come back with Fallout 4, but as of right now that doesn’t appear to be the case.
German publication Spiegel Online, the digital version of Der Spiegel, asked game director Todd Howard about paid mods towards the end of their interview.
The version I’m pasting below comes through a Google translation, so excuse the awkward phrasing, but I had a German speaker look at the text. It checked out.

No way they’ll do it this time…gotta get console players used to playing with mods.
Then, next release, when they come to the mod store for a little “sumptin-sumptin”…BAM! You hold out on them until they bust out a few Lizzies!
Personally, I don’t mind it at all. As long as they curate the system to ensure the uploader is the mod maker, there are no issues of copyright from other mod makers and that the mod is of good quality (i.e. doesn’t break the game entirely).
Probably also means Bethesda needs to put in a mod launcher which checks for compatibility themselves instead of relying on third party software.
Simulators have been doing it for decades. It’s not an instrinsically bad thing.
