Twitter user ujr50138 has uploaded some images showing how photos can be turned into anime stills, thanks to the power of Photoshop.
These effects can be achieved by lowering the brightness, but increasing the contrast and adding in blue shadows to show reflected light. Adding in yellow-green and blue highlights to vegetation also helps give images an anime-like feel.

There looks to be a fair bit of manipulation and re-drawing involved in these pics too. It’s not just fiddling with brightness / contrast and adding some highlights.
